Psalm 115:3 declares that God rules from heaven and does whatever he chooses. It is a statement of his complete sovereignty, set against the empty idols of the nations. The verse is spoken by the worshiping community of Israel, who are answering a taunting question from outsiders about where their God is.

But our God is in the heavens. He does whatever he pleases.

What Psalm 115:3 Means

The phrase “our God is in the heavens” does not mean God is far away or uninvolved. It describes a position of authority. Heaven in the Hebrew mindset is the place of ultimate rule, so the psalmist is saying that the one true God sits above all powers, all nations, and all gods that people try to set up.

The second sentence, “He does whatever he pleases,” means God is not limited by circumstances, rival gods, or human opposition. His will is not forced on him from outside. The verse does not promise that every event will feel pleasant or that God will do what we would prefer. It affirms that his purposes stand and cannot be thwarted.

The Context of Psalm 115:3

Psalm 115 is one of the psalms of praise, sung in the worship of Israel, and it is traditionally associated with the temple liturgy. The psalm is written for God’s people, who need reassurance and who are also being mocked by surrounding nations asking, “Where is their God now?” The first verse turns attention away from Israel’s own glory and toward God’s loving kindness and faithfulness.

Just before verse 3, the nations are shown mocking Israel, and just after it, the psalm turns to the idols, which have mouths that cannot speak and eyes that cannot see. Read in that setting, verse 3 is a direct answer to the taunt. The God of Israel is not absent or powerless. He is enthroned in heaven, while the gods of the nations are lifeless objects made by human hands.

Key Phrases in Psalm 115:3

Daniel 4:35

All the inhabitants of the earth are reputed as nothing; and he does according to his will in the army of heaven, and among the inhabitants of the earth; and no one can stop his hand, or ask him, “What are you doing?”

This verse echoes the sovereignty of Psalm 115:3 by describing God as the one who does as he wills among the powers of heaven and earth. It shows that God’s rule is not limited to Israel but extends over every nation and every person.

Isaiah 46:10

I declare the end from the beginning, and from ancient times things that are not yet done. I say: My counsel will stand, and I will do all that I please.

Isaiah connects God’s sovereign will with the certainty of his purposes. Like the psalm, it stresses that what God intends will stand, and that he declares the end from the beginning, so his plans are never frustrated.

A Short Prayer From Psalm 115:3

Lord, you are enthroned in the heavens, and nothing in my life is outside your reach. When I look at the world and feel uncertain about what comes next, help me remember that you do whatever pleases you, and that your pleasure is always wise and good. Teach me to rest in your rule rather than trying to control every outcome. Where I have trusted in things that cannot speak or act, turn my heart back to you. Amen.
